What Is The Helper Act?

The HELPER Act would make homeownership more affordable for our community leaders who work to not only protect our streets and homes, but are trusted with our greatest gifts, our children. Home affordability would happen when The HELPER Act passes by allowing for:

  • Federal Housing Administration (FHA) home loan option for first-time homebuyers

  • Available to police and corrections officers, firefighters, EMTs and paramedics, and preK-12 teachers

  • No monthly mortgage insurance payment

  • NO DOWN PAYMENT REQUIREMENT

  • One-time, upfront mortgage insurance premium

Homeownership for first responders and educators can oftentimes be a difficult goal to reach.

Unfortunately, these high-stress and high-commitment careers don’t come with high- paying salaries. That’s where the Homes for Every Local Protector, Educator, and Responder (HELPER) Act comes in.

The HELPER Act will support those that serve our communities by giving them the ability to afford a home in those communities. By offering affordable mortgage possibilities along with no down payment or monthly mortgage insurance, the HELPER Act is a true bipartisan effort to enrich the lives of our local heroes.

In March, 2025 the HELPER Act was introduced in the Senate as S. 978 by Senators Ashley Moody (R-FL), Bill Cassidy (R-LA), Jon Ossoff (D-GA) and Raphael Warnick (D-GA).  The house companion bill, H.R. 2094, was introduced by Representatives John Rutherford (R-FL-05), Andrew Garbarino (R-NY-02), Bonnie Watson-Coleman (D-NJ-12), and Josh Gottheimer (D-NJ-05).
